Your post doesn't tell us exactly what you want to do, so I can only assume at this point.  What language?  What purpouse/intent, etc?

Why bother converting a .mp3 to .wav at runtime?  Is this for a game, or what?  If so, then just convert a .mp3 using a tool.  Second, the .mp3 format is not publicly documented because of patenting/licensing.

i want an algorithm or a Win32 DLL to transform an MP3 stream (taken from a file) to a .WAV stream?

The algorithm:

1. Load your MP3 decoding library, or write your own MP3 decoder yourself.

2. Load your WAV writing library,or write your own WAV encoder yourself.

3. Load your MP3 file, test for errors.

4. Open your WAV file for writing, test for errors.

5. While any mp3 content remains, decode a segment of the audio stream with the decoder, encode it to the wav file. Repeat.

6. Close the files.

If you are just looking for audio manipulation, Audacity may be useful to you.
