What program would I use to walk around a level I created after copying the \leveltex directory into my level directory?(Not walk around in Landscape Studio).

Start with the playground or simpleland example. You''ll need to make a new level subdirectory and copy the level files (terrain.lvl etc), copy any new packages you created into the \packages directory, as well as the BSP textures in \leveltex.
