Simple clouds article here on this site extension

You would probably use some kind of falloff to get rid of any cloud at the edges (eg multiply cloud density by distance from center), but if you did just that with the original algo it would be full of holes. Perhaps you need to also apply extra density in the middle to ensure its somewhat solid.

 

Thats what I would try first. Procedural generation is mostly experimentation so just try applying/modifying the steps to make it more like you want.

i failed to do that, however i was trying to implement such exact technique i used to make a 3d cloud:

 

so i post pic of it  (note that its 32x32x32 volume)
