Many libraries that handle window creation also handle openGL context creation because the two are closely related, so you might want to look for a library that handles window creation (and usually many other things like input), and then check if it satisfies your requirements WRT opengl.

I use glfw, SDL is also popular, and it seems SFML works too but it must be compatibility profile since SFML depends on deprecated functionality that must be available for some stuff to work.

Probably need some gl extension loading API like GLEW as well to get access to all the newest functions, I dont think the libraries do that for you.

The NeHe tutorials are ancient and you are better off finding a slightly more modern tutorial.

Do yourself a favor and don't waste time on replicating the work of llibraries like GLFW, which handle all those arcane intricacies of OS-dependent code for opening a window and OpenGL context! Just look at https://github.com/glfw/glfw/ if you are curious to know whats inside and you'll see how many years of work had to be put into it!

OpenTK is a working .NET library that bring OpenGL and a pile of other stuff to C#/.NET

You could use it or just reference it.

I just wrote my own wrapper that works with EGL and ES 2.

With ANGLE you can make that work on Windows.

(And with Mono it works on Linux.)
