Running a Game with Power Render Question again....

If I wanted to run a game to play, would I need to build a program with C++ to read the .lvl, .pro, .pbs files etc. made with power render? And would the program be built in MS-DOS or Windows Based? I am sorry that I have been asking about this problem a bit too many times, but I''m new to game developing, please bear with me.
