Round cooldown clock?

I want to make round cooldown clocks you see so often in other games. For just a cooldown bar I would overlay a rectangle and just shrink that on the specific axis. But I have no clue how to do a round one, I can not use the masking technique as far as I am aware of. It should basically be the same for a square and round icon, when the the cooldown starts the image turns darker and like a pointer of a clock it starts brightening up parts of the image.

 

Any ideas how to accomplish this? I'm very curious if there is another way then having 36 image for each 10%. Or even more for a smooth effect. I'm using LibGDX but I'm ok with a more generic technique applicable in any language or framework.
