how to draw a filled rectangle with trasparent color effect?

You need to be more specific. Is this in a 3d environment where the transparent object can interact with other objects? Is the environment dynamic or static?

using xna i draw a 2d chart on picturbox, now i want to  highlight a part o this chart with a trasparent rectangle.

Would probably be easier if you posted some of the code you are using to draw the chart at the moment. Then everyone will know exactly what you are using and someone can probably help.
