That's the Nintendo registered developer site. It should contain details of how to become a registered developer. (It isn't cheap, they'll want commercial guarantees and want to know how many commercial titles you've worked on in the past).

You may need to get a recognised publisher to make the contact/assurances for you (similar to the procedure for becoming an Xbox developer)
