2D tools import pipeline

I'm going to need to write an import pipeline for my engine, and I'm wondering about animation tools, are there any tools with open file formats for 2D animation? Both skeletal and frame-by-frame animations apply...  I know I've seen a json file in some free art assets that defined all of the animation frames one by one, but I'm not exactly sure what tool made that, or if it's widely used enough to bother putting in a json parser...

Also not really sure where to put this, it is a programming task, but it's also related to engine design, and I'm new here...

Both of those look great, I'll probably start with one as an export pipeline (all assets must be exported to that format prior to use), and later update to an import pipeline (the application internally converts file formats to the one used by the application, rather than relying on the user), I'll have to examine the APIs and licenses on both to figure out which is more desirable for a startup...
