Unable to call base function on class outside of namespace

It doesn't seem to be possible to call the base function on a class outside of a namespace. For example:
class Foo
{
	void Stuff()
	{
		// do stuff
	}
}

namespace Test
{
	class Bar : Foo
	{
		void Stuff() override
		{
			Foo::Stuff(); // ERR: Namespace 'Foo' doesn't exist.
			::Foo::Stuff(); // ERR: Namespace '::Foo' doesn't exist.
		}
	}
}
