I'm trying to make a menu based hacking game, somewhere between Uplink and a text based hacking game like Telehack. Is Gamemaker my best option or should I try to find a better engine?

Gamemaker is more than capable of doing this so yes.

Choose an engine you can use best. It does not matter which.

Game Maker is one of the best engines for 2D games.

Failure is not an option...
