Textures, polygons and system characteristics

Hello all.
I, as the leader of the team and game designer as soon as will give technical task for my modeler for creating game models and other.
I want to say that i don't want to randomly put restrictions on the number of polygons, the size of texture maps, textures and other details.
I wish that my future game will run on maximum possible PCs of consumers, in accordance with characteristics of their PCs.
So I decided that it is best to determine which PC and with which system characteristics are sitting modern gamers. The only thing that I found it is: http://store.steampowered.com/hwsurvey/Steam?l=english .
Since I do not know exactly how, depending on the system characteristics of the PC to determine the maximum polycount of game scene, amount and size of the textures, etc., that is why I decided to ask you.
P.S Game developed on the latest versions of UE.
