here's a shader or a material .

which part is make by artist ? which part is implement by programmer?

programmer write shader? artists do what ?

Every game / group / company is different...

At the companies where I've worked, usually a graphics programmer writes shaders, artists then create materials -- which are a collection of textures and shader uniform/constant values, and the name of a shader file.

If the artists are trying to make a material that isn't possible with the existing shaders, they'll ask the graphics programmers to make them a new shader.

 

The exception might be special effects -- where sometimes the one person will write shaders, draw textures and create 3D meshes.

You also have the job title "technical artist", which covers a whole range of things that fall between programming and art... sometimes these people will write some shaders (or modify existing ones) while also producing art that plugs into the shader.

 

 

At other companies, people spend a lot of effort on tools to let artists make their own shaders -- such as node-based systems, etc...
