Paypal policy versus game characters designs

Hi. I have seen several character designs in games such as in Mortal Kombat or in the latest Street Fighter that seem too..weird. On Google Play, a lot of promotional materials and 2D fantasy game artworks/sprites also suffer from the same problem. ( you know what I refer to)

I wonder if it is safe to create these kind of characters in games, without triggering a ban from Paypal. They have quite vague statements in their policy.

I have no idea to what 'weird' you're refering to. I'm guessing it's something drug related, or sexualized characters. I don't see the purpose of your vagueness.

Just use common sense. If you're trying to make a porn game, or "Heroin Junky Simulator" or something horrible or racist, you'll probably get booted. If you have a character with bouncy, yet covered assets, no one will care.

That aside, what does PayPal have to do with the content of your game? Are you planning to make a web-based game and use PayPal as your payment processor? You mentioned Google Play Store... were you aware that it has it's own terms of service (https://play.google.com/about/play-terms.html), developer agreement (https://play.google.com/about/developer-distribution-agreement.html), etc.?

I'm refering to that. On Itch.IO, it says that if you want to sell your game, you must adhere to PayPal rules.

To be clear, I don't ever want to create an adult game. On their policy, they state :
(g) items that are considered obscene. - they might consider over sexualized characters obscene, so having these kind of characters in your game might determine them to ban you.
Ok, so this is basically a risk assessment and you need to use your judgement; apply some common sense, and try to make a best faith guess at what an average person might consider to be obscene or inappropriate.

To get a good feel for it, look for games in a similar genre that you would consider more extreme or potentially obscene. What are those games getting away with, and what things do they seem to avoid.

You might also consider the guidelines for media ratings systems such as ESRB ratings, which tend to provide a little more guidance. Even if you're not actually intending to get your game rated you can apply their guidelines yourself to get an idea of how your game might be perceived.

Which Character are we talking about specifically? All I remember is that these games are kinda comical, with oversexualized characters both male and female.

Males are on steroids with big eyebrows, chins like houseblocks and big and hulking like trucks, females have waists like bees, bouncy assets an overly feminine looks.

Add to that both sexes having quite revealing clothing (yeah lets rip off our Karate-Gi Sleeves for Giggles, or Fight topless because its totally hot in this sibirian stage!), without ever showing anything that goes into the direction of P0rn... which again is like in every superhero comic, ever.

Did Marvel or DC get away with their oversexualized characters in sometimes quite revealing clothing? Yes. So why shouldn't you, or Capcom get away with it?

IDK really why this is such a hot topic as of lately. If anything, you should discuss the violence and gore shown in Mortal Kombat. THAT is something that should probably be discussed (even though I don't know if it should be banned), if anything. Oversexualized females in Bikinis is way less of a problem to me than accepting that extreme brutality is seen as something normal today, even if only in fiction.

Especially when these oversexualized females are put into the same universe as oversexualized males. Which hardly ever get discussed.

To get back ontopic. Just no. Paypal will not care. Google will not care.

The only way to make them care would be a shitstorm of epic proportions by PC-Fanatics on a Worldwide scale (which encompasses all of the US for US based companys, sadly... small world :)). And then, a lot of other companys would be hit way way WAY before you would be affected by it.... Capcom.... Marvel.... DC.... basically the Best-Of of Game Devs/Publishers, Superhero Comic Publishers and Movie producers.

You would have plenty of time to either amend your game, or just wait and see while the big boys fight off the PC-lunatics in court.

If you want to go BEYOND what these big boyz did (which would already mean having one foot in the P0rn industry), then good luck. You might still get away with it, given you keep to the wording of the "rules" (you know, you can "shrink the bikini", and you are still not showing a nude character :)), but you will expose yourself more than if you keep it to the standards set by other, bigger players in the industry.

Checking out ERSB, I have found out that games like Overwatch, Street Fighter 5 and Odin Sphere got the same rating - Teen, although SF5 is exaggerated.

Well, I WAS curious as what you were talking about in respect to street fighter (besides Cammy, IDK of any character in the game that really stands out with her/his outfit... plenty of Topless Dudes, the usual japanese teenage girl in mini skirt, the chinese dress showing off chun lees overly muscular legs (not oversexualized at all :P ))...

Looking at pics from SF5 on google I do see that the alternative dresses for the girls ARE more revealing... the hotpants and top on the Capoeira chick is a little bit short... Chun Lee wears a gorgeos dress now, showing off her muscular legs even more (yawn), and showing some cleavage for the first time. Cammy runs around in her skintight Swimsuit as usual, for no good reason.

Fanservice? Yes. But in a time when Dead or Alived showed all the other Fighting games out there who is the king of fanservice, it is actually rather modest fanservice.

Really, if that is what you are thinking about, you are probably good. And Teen rating means about 12+ or 14+, which usually means no P0rn, no gore and no overt violence. Violence can ramp up at 16+ rating (That would be M in ESRBs system), p0rn is an automatic 18+ (or A). Don't know about nudity.... most probably earns you an M rating, as long as it is not outright P0rn.

Its clear why the SF5 RAting is Teen. No real gore (The old snes title had some gore and vomit effects, but I think they have cut it from newer versions), no real nudity, and while we can talk about violence, nothing out of ordinary for a Teen rated movie or game.

Mortal Kombat got an M (17+) rating, most probably only because of the overt violence of its finishing moves. No nudity in the game as far as I know, without the extreme violence (besides kicking and punching each other in the face), it would most probably have gotten a Teen rating too.
