shader problem in engine

In the procedure of making a game, which part apply shader to models ? 

at the edit application(3dmax...) ?   at the loading part of the engine ?  or in render-time ?

 

If the engine import a model,  how to determine which shader to use ?  a model with texture will only use a basic shader , 

a skinedmodel will use a skining shader ......

 

Who can give a  complete procedure of how to import a model, and give it a shader ???

One Way to oranize your shaders is to create all possible combination of shaders at compile time. During Runtime you select the relevant Shader based on the Materials and other properties of the model.

Another approach is to use a uber Shader which can handle different Effects through branching during Runtime.

You should be doing this at the art level. You need to assign specific shaders. For instance clothing pieces will have a specific clothing shader because it has very small cloth details and should have a detail texture.
