I keep hearing that "3rd person and fixed camera are the same thing because both angles allow you to see the character".

Meanwhile, someone told me that in programming terminology, "3rd person" specifically means "camera that follows behind player".

Is the latter description a universal classification among programmers?

No. 3rd person simply means you can see the player character.

I've had differing opinions on this.

Some consider "it's 3rd person as long as you can see the character" but some would say "3rd person specifically means a camera following the character closely".

Exactly. There are differing opinions; you asked if the latter classification in your first post is universal. You've heard differing definitions, therefore, it is not universal.

To me 3rd person means you can see the character and fixed camera means I can't move the camera from target.

In other words a Fixed camera can also be a 3rd person camera.
