i currently running a D3D application and i have noticed that the application runs faster in windowed mode then in full screen mode. Also, when i run the program in fullscreen it doesn''t matter what resolution i''m using. 320*200 runs as fast as 800*600. Why is it so? Does D3D sync with the monitor like i did when i coded in mode 13h or something?

If you want to run in Full Screen as fast as your app can run, try this...

d3dpp.FullScreen_PresentationInterval = D3DPRESENT_INTERVAL_IMMEDIATE;

I noticed that using d3dpp.SwapEffect = D3DSWAPEFFECT_FLIP; gave me a faster FPS than using D3DSWAPEFFECT_DISCARD, however, you have to use discard if you are using multisampling. I hope this helps you.
