Steam achievements stored in data or hardcoded?

On Steam, it is possible to create "achievements" which are identified by a string.

Only owners/developers can create these achievements I assume.


Is it a good idea to expose the achievement keys in game data files on the client, or should they be hardcoded and hidden away inside game code?
