Possible to create native IOS app without OSX/XCode?

Plenty of ways to create them without OSX (e.g. work in unity, marmalade, cocos, gamemaker, playcanvas). Not so many ways to test on device and submit to Apple.

Pretty much all of the toolkits C0lumbo mentions work by providing a pre-compiled shim (presumably originally compiled with XCode), that loads the rest of the game. You could set up such a shim for yourself fairly easily if you have temporary access to a Mac with XCode installed.

Is it an option for you to pick up a used Mac mini or something? Life will be much easier, if that is possible for you. The more time you can spend developing your game, and the less time fighting against Apple, the better, in my book.

That's a pretty broad generalisation, and pretty off-topic.

 

Sure, you could build a more efficient piece of software in hand-rolled C + Metal, but... are you actually going to finish a game that way?
