How to avoid keeping a large buffer of duplicated vertices for one global world?

I need a large buffer of vertexes and indices retrieved from each static objects,

I want to keep them as pointers to those objects rather than storing them / copying them to another C++ object.

The problem is that I need to reindex everything, 

Can I just not touch the vertex buffers and just reindex the index buffers and store the IB separately.

Is this the way to go?

I need these buffers for generating  a "global world" in hierarchical pathfinding usage.
