What do I use to compile games for the PSP?

It is possible; as I noted in a previous thread of yours, I've done it. I used an older version of the PSPSDK. That current (relatively speaking) version should work just as well. The tools are fundamentally the same as you'd use for any other modern platform: a compiler, debugger, some linking and utility programs, et cetera, just built to target the PSP hardware and shipped with some libraries to help access that hardware.

A quick Google search around the internet suggests there are other PSP homebrew SDKs floating around as well, you may want to give some of those a shot.
