I know cgcookie offers a retopology course, but you have to pay them monthly for their courses.

Blender doesn't have a build in retopology tool. You either have to manually trace, use the skin wrap or the grease pencil.
There is a tool you can buy for this, https://blendermarket.com/products/retopoflow
Or you can just buy one of the many software for retopology.
Lately, I've been using this for retopo: https://github.com/wjakob/instant-meshes
Works pretty nicely, and it's free.
That being said, in Blender the chief tool for retopo is probably going to be a Remesh modifier, which is quite simple to use and you should be able to figure it out fairly quickly.

if you are on free tutorials I recommend you to check this one.
What would you like to retopologize? Once you know how to do it you need to know what and why to do. If you are preparing the mesh for animation you will need further researches on what your topology should be like.
