3D FOV and Monitor Aspect Ratios for Mesh Imports

Could anyone please explain why the FOV and the monitor aspect ratios (when doing the actual import) would affect how the mesh(es) itself are being imported, such as 3dsmax?

I'm a bit confused with your question. What would FOV or Aspect ratio have to do with the model itself during import. Is your question related to camera settings between two applications?

Actually, I am trying to understand how the 3dr importer works.. In the import settings, you have those settings, I don't know what they are used for

This only applies if the model file has camera information in it.  If so, you load and apply the camera information, otherwise you reset the camera to some view that contains the whole import.
