Are there any pixel art guidelines?

I'm really indecisive when it comes to pixel art, so I need some guidelines to get started.  What color palette?  What Resolution?

I am an indie game developer who enjoys pixel art games.

Dawnbringer's 32 color palette, screen resolution 320x200 (widescreen), tile size 16x16, character size 16x24.  Also, your art must contain a herring.

Thanks!  Might as well add a herring.
