It depends on your target audience. An FPS-type game will be targetting more of the hardcore gamers, so they will have better gear.
I think it''s safe to say that 16-bit (R5G6B5) is likely the most common being used, even by more hardcore gamers. 32-bit is catching up quickly though.
If you''re not after the hardcore market, I think 800x600 is pretty safe, though most commercial games still default to 640x480.

Why not let them pick from the available devices? I hate old games that constrain you to 640x480 on a state of the art computer. If you build in a set format, you are creating artificial limits on your user.
