What's the higheest amount of layes in a 2d game have you gone up to?

1. Base-level terrains
2. Terrain transitions
3. Cities
4. Facilities
5. Detail icons for the facilities (workers, damage, etc.)
6. Grid lines and fog-of-war
7. Military units and misc

In my game, the draw function for each object put draw innstructions into a tree sorted by z-value, so things could appear in any order. Any number of different z values could be used.
