tiling in d3d

Setting u and v values larger than 1.0 will give you a tiling effect. So setting coordinates between (0.0,0.0)-(2.0,2.0) for a quad would make the texture repeat twice in each direction.
A little sidenote: you can''t tile part of a texture, so if you''re planning on doing that, you have to either divide the texture or creating more primitives.
