Why Timer of different OS is not equal

Hi, I changed my PC''s OS from Windows ME to Windows XP. Then my game is faster than I run the game in Windows ME. Why?? please ,anyone tell me. Before, I code "SetTimer(hWnd,TIMER_ID,30,NULL)". Now,I must to change the elapse time argument to 50 like: "SetTimer(hWnd,TIMER_ID,50,NULL);" So, What I have to do that make my game run as equal time elapse in different OS? Thanks a lot,
