What´s the meaning of "Can´t create DirectDraw object"?

I have a problem with the game Project IGI. It doesn´t start with Radeon 8500 and Win98SE on DirectX 8.1. It always shows this error message. Many more people have this problem but there won´t be a patch for IGI and I doubt that the next ATI driver will solve the problem. So I ask you what this message means. How can this happen? Is there a way to go around it? The game runs fine on Windows 2000 & Windows XP, but not on Win98SE and WinME. Someone thought it might be the cause of multi-monitor-graphiccards in general. The Radeon has the option to use two monitors... I would be very happy if you can explain the problem to me.

I think it has more to do with ATI''s Windows 9x drivers than anything.

If you are using Visual C you can do the following.

Crank the debug information for DX all the way to maximum. Debug your app, place a breakpoint on the line that creates the object. execute the line. take a look at the debug output window. DX will dump loads of info on what just happened. The error returned just tels you that you are SOL.
