I never installed my MSDN Library, and I kind of need it to understand some of the stuff in the directX documentation. The problem is that I don''t know where my VC++ disks are. Can I download it off then internet somewhere?

Is there anywhere I can download a non web version. One just like the help files that come with the directX sdk?

You have to buy a copy of Visual Studio or a MSDN subscription.

Download the Platform SDK - it contains most or all of the docs.

you need to download a dx sdk, with help files (they will load into msdn).
