DirectX Common Files

Whenever I create a new project with the DirectX Common Files Framework, the fullscreen FPS I get it always consistently below 75, even when on 640x400! I''ve had other people''s DX code run at around 300 FPS, and I have a Athlon 1.5 GHz with a 64M GeForce2. I don''t understand why Microsoft''s own code would run so slowly on my machine, but not other examples I''ve tested. Can someone post their FPS in fullscreen when creating a DX project with the common files, to give me some level of comparison? thx.
