Hm, are you interested in actually doing it, or do you just want to know the processes involved?
If you want to do it: can you program? can you create decent artwork? can you write a story and create characters?

I''d say something like this.
1:decide what you want to do.
2:write a design doc.
3:Decide what technolgy you want to use.
4ut a team together.
5:Get a programmer and an 3d artist first to test out ideas.
6:Start project say goodbye to your personnel life.
7:Try to get it published and then retire(you wish).
or do you mean what skills do you need.
well coding C++,3D modelling,Script writting,Mapping skills would be a start.
or you could have a couple of million lying around and hire people to do it.
1. think up a theme
2. learn some artwork skills (photoshop or any other graphics prog)
3. learn some 3d modeling skills if you want it 3d (3dsmax)
4. learn basic, c, or c++... to accually make the game.
5. make a website.
6. promote.
