For Half life most people use Wordcraft which is bundled on the HL cd.

You could also use Quark as an alternative to Worldcraft.

Currently I think there''s only one level editor for Quake3: Q3Radiant. You can get it off of quake3files.com. I just started level editing last week and although my texturing sucks it''s actually pretty fun (editing, not my level =)
