A map editor is a program which can create and edit the map files for a specific game (or group of games which use the same map file format). A map editor for a 3d game might allow you to do such things as create level geometry, give it textures, add lights, place entities, and so on. A map editor for a 2d game might allow you to place tiles and sprites.
