I just found out about the componentized download yesterday.
As for there being no particles, take a look at the latest code. I fixed that problem, but now all I see is a small, black, stationary square when things should be moving around. Also, when I try just about anything other than a SPARK effect, it performs an illegal operation. It beats me why. This is really getting on my nerves!

First off, I''ve never done point sprites. As I said, your CreateEffect function does not create any particles. I can''t help you fix your particle generation algorithm, because I don''t have much time and I have even less experience.
Change your CreateEffect function to add particles to an effect!
p.s.: check for success with SUCCEEDED, not == D3D_OK.
Handle the case when there''s no space for a new effect.
Use containers instead of fixed length arrays.
Use precompiled headers -- it will speed up your program compilation A LOT.
