DD7 Surface memory

Does anyone know how much Memory Overhead a DirectDraw7 surface has? If you had 32 different bitmaps that you might combine in any number of different ways to create the final image, would you load all of the bitmaps onto one surface and access them via some kind of index, or would you load them on to 32 different surfaces? What about if you had 64 images, or 128, or 512? Thanks! --Ben
