how many primitives to draw?

Hello. So I have a 32x32 terrain, but I can''t figure out how many primitives to render. I am not using index buffers because I am too lazy at the moment. when I draw 1000 triangle fans (is this waaaaaaaay too many?) I can see the entire terrain, but when I use less only see part of it. Past 1000 I dont really see a difference. How many primitives SHOULD I be rendering and if it is less than 1000 (which I am almost sure it is) how can I get it to draw all of the terrain? Thanks in advance unless of course you dont help me in which case.....

It''s always a good idea to check and obey to D3DCAPS8.MaxPrimitiveCount and MaxVertexIndex
