RTS game player color problem

I am working on a small Real-Time Strategy game like AOE. I am wondering how to deal with the 8 player color. I try to use palette animation but my surface is in 16 high color format. should I use 8 sets of image ( that is sure a waste ) or is there any method to change the surface''s perticular color to the desired player color at runtime? Thanks a lot!
