TerrainLOD + dynamic vb/ib buffers???

hi guys I need your help. im just wondering, if im to do Octree Terrain +LOD engine, this means that i have to use dynamic buffer right? What kind of buffers, static or dynamic will boost the performance for this situation?? (when using dynamic i will lost like 10-20 fps depending on how much polygon i have) ( and the scene seems to be sluggish If static that means i have got to cache many level of polygon details within each leaf. While with dynamic, I have to lock buffer and then put the new datasets in. I guess static one will rock...but alot of mem will be used.... What would you recommend on this? thanks for help
