Texture, Lighting blending

How do you control how a texture applies to a pixel and how the lighting affects it? For example, in some cases i want you to be able to see the lighting affects really well and have the texture be a background. Other times the texture is what is important. Any help? He who said money was the root of all evil knew little of the nature of money and less about the nature of man.
