Take a look at the SDK samples!!

In the "Environment Mapping" folder you''ll find both spherical and cube env mapping.

The key is calculating the texture coordinates for the mesh in realtime based on the view reflection vector. In D3D this can be done with automatic texture coordinate generation (aka TexGen).
