What does this mean?

I'm trying to create a cube texture for my Cubic Environment Mapping by calling the following code: d3dDevice->CreateCubeTexture( 256, 1, D3DUSAGE_RENDERTARGET, D3DFMT_R8G8B8, D3DPOOL_DEFAULT, &m_pCubeMap); but it keeps returning D3DERR_NOTAVAILABLE error.
