fullscreen with glx, wgl

Under windows, use ChangeDisplaySettings() with the desired devMode structure and the CDS_FULLSCREEN flag to change to fullscreen mode, and pass a NULL pointer and no flags to change back.

It is a standard Win32 API function, so it is documented in the MSVC help. Also, see NeHe's tutorials.
