Which vertex type to use?

I''m confused about the three kinds of vertices there are in DirectX7. D3DTLVertex (Transformed & Lit), D3DLVertex (Lit), and D3DVertex. What do they all mean and should I only use one type? I want to create a 3D dungeon setting with 2D characters and items and I want the 2D stuff to be effected by the dungeon lights (torches...etc). What vertex type should I use for the 2D stuff? Should it be the same I used to display the dungeon? All the characters need to look exactly like they really look in the bitmap in both size and everything else. The characters also need to be able to rotate and move on all the axis. I hope I am explaining myself well.
