Is it possible to bind more than one texture per vertex array when using glDrawElements? If so how?

yes use (check syntax)
glActiveTexure(GL_TEXTURE0_ARB)
glBind(texture)
same deal with texture coordinates
repeat the above with texture unit 1 or 2 or 3 etc
