Having trouble getting Menu bar to show up

I''m trying to create a map editor and can''t seem to get my menu bar to show up, here is a snippet of the code and .rc file. I am not certain, as I do not have a reference in front of me, but I think it goes something like LoadMenu("MainMenu"). I have a program that uses it... if you want me to tell you for sure, email me and I will get back to you with some actual working code
