Keeping the game speed constant...

How is this implemented in a game engine? - Keeping the game speed constant. Especially in Multiplayer games. It seems that the game needs to be going at the same speed for every player no matter how low or high the FPS. And in single player games if it slows to about 15 fps the game needs to speed up I would think so the player won''t notice it. How is this taken care of?
