Take a look at the tutorial section here at gamedev.
For example, this is a two-part tutorial on creating a max plugin.

You could also start with Maxscript. It''s rather powerful (but not fast) and very easy to learn (object oriented, typeless variables, garbage collector, very nice). For simple effects, that do not require complex and time consuming computations, Maxscript is a good alternative to a full featured plugin. And it gives you a first idea about how Max manages it''s internal scenegraph structures, which will help you later, when you write a real plugin.
