Strange problems with Action Mapping

I am trying to use the DirectInput action mapping that comes with the DirectX Application Framework. When I include the use of the mouse (DIMOUSE_XAXIS, DIMOUSE_YAXIS) in my game actions I end up with a small value in the retrieved data buffer once I have moved the mouse. The effect of this is that my camera slowly moves in whatever the last direction that I moved the mouse in. Has anybody had any experience with this? I have tried updating the sample that ocmes with the SDK, but it also has the same effect. Thanks
