How do I make rain?

Top view, side view? Create a raindrop sprite/seamless texture with transparency and tile it over your surface. Each frame change the X and Y offset to make it look like the rain is moving down and in the direction of the wind.

Does it? Only because he is using DX for it? Sounds more like a general question to me...

I think Microsoft had an example on particle sprites (Maybe this was only in 8 though). You could take a look at that, it''s very similar to what you''d need for rain.
